Okay…there seems to be extra stuff that you’re doing here, but I’m just saving time for later….sorry that it’s just a brick of text. I have spoilers in for stuff that people don't need to look at if they don't want to.
Head to the lady that wants her dog. Trade for the umbrella, and use it on the water to carry on.
Click up to the top of the stairs.

Go inside the “Oil Pub”, and head as far right as you can. Get tall, and grab the flycatcher strip. Come back outside. Use the flycatcher on the green vat of goo.
With all the flies around the flycatcher, take it back into the “Pub” and use it to distract the bartender. While he’s distracted, take the oil barrel (which is right beside the entrance), and drag it outside. First instrument done.
There is an upstairs-staircase on the left side of the screen. Go up that one.
Walk to the power-pole with the bird on it. Click on the control panel. You can click on any piece, but I clicked the top-right one. After the bird takes it and gets back on the pole, move over to the left, under the wire. Bounce up and down (smaller, bigger, smaller, bigger), and the bird will get dizzy and fall down. Pick up the piece again.
Click on the fallen wire to tie it to the railing. Go back to the control panel, and line up the squares to complete the red-wire circuit.
SAVE BEFORE YOU START MOVING THIS STUFF AROUND.
Despite how much I hate to say it, this particular part would really benefit from a video. You are now engaged in a children’s slide-square game. Basically, the white line is the path that you need to line up with the red wires.
The path will end up going left, then all the way up to the top, straight back down to the middle row, all the way right, up, left to middle and straight back to the right, down, left, and curvy up to the red wire.

NOW STOP. Go over to the electrician and stand on top of his head.
Unplug his drill and pull on the red wire he’s working on when he knocks you off.
After he ladder-walks over to the other side, put the last piece from you inventory into the control panel.
Get back on top of the electrician’s head, and poke the cat.
Go back to the control panel and break the circuit by moving a piece down. Grab the cat.
Head back downstairs.
Head down to the pub level and go into the pub. Beat the guy at the table at a game of Tic-tac-toe.
***Grand Master has a great way to get five wins to earn the GRAND MASTER achievement while doing this. It doesn’t have to be five in a row – just five.
Once you’ve won, pick up all five little pieces on the floor (and one was on top of the door for me). Head out of the pub and give the five pieces to the saxophone player.
Grab the plant that the old lady throws at you.
Put the cat in the big tube instrument to get the rat out.
