  This side-story can be started in chapter 5 but most report having it start in chapter 6.
  Regardless.
  
  At some point you should receive a phone call from Yuya the host club owner. He will want you to go to club Asia to see his girlfriend preform. This story is interesting because the cut-scenes are fully modeled in Kiwami as opposed to the text cut-scenes all the other side stories have. Anyway, once you watch the cutscene you fight A guy with a shotgun, don’t worry if you hit him fast enough on beast he will never fire the gun. Afterwards you will be told she is at a place on park st. between Vincient and the entrance to purgatory. Go inside and beat up the guys there. Once you are outside the girlfriend will give you the free pass to Asia and the achievement will unlock.

  NOTED: This sub-story shows up right you finish another sub-story 13 "Pay it forward" which means you get the phone call as soon as you accomplish it. Hope this would help.

  Glitched out, freaking xbox network kept signing out my console and affected the achievement unlock.

  From what I'm seeing in most online guides off TA, you can't complete "Pay It Forward" until Purgatory opens up in Chapter 5, you won't be able to access the park-proper until then, meaning you can't give the super-adhesive tape to the homeless man to help him secure his homemade lodging until then so he can give you the silver briefcase to take back to the salaryman, whom will give you the Swiss Watch and end "Pay It Forward".
