The first place it is possible to unlock this achievement is at the very beginning of Stage 2 (The Precinct). Near to the very start you will find a police officer enemy wearing a yellow uniform, these are the guys you need.
At the beginning of the stage, defeat the enemies you are locked up with and break your way out of the cell. Then proceed to defeat the blue uniformed cops and the syndicate henchmen that break out of the cell nearby. After this you will be attacked by a solitary yellow uniformed cop (depending on difficulty). This is the perfect spot.
Walk around avoiding him until he flashes red, he will then charge you. Let him, once he grabs you, mash the punch button to escape.
