You get this toward the end of Chapter IV: Highland Park. After making the full loop of the Highland Park map, you'll battle Fnarf. After beating him, go north through the gate and speak to Mell and he'll give you the Mercenary song and cheevo will pop. I was nice to Mell at the beginning of the chapter in case that matters (B response rather than X).
