Once you have the DLC installed, respond to the Outcasts' distress signal by going to Bailey's Crossroads Metro Station and following it to Bailey's Crossroads. Fight the Super Mutants with the Outcasts (beware: if you have Star Paladin Cross as a follower, she will attack the Outcasts and make them hostile to you; leave her at the metro station entrance to prevent this, she will still be there after you finish the simulation) and make your way to the Outcast base. Talk to Protector McGraw and Scribe Olin and get the Neural Interface suit, then put it on and start the simulation to complete the mission.
