You only need to buy 8 specific pieces of clothing, NOT ALL OF THEM!
The achievement tracker will go up by 12.5% after every purchase.

Every piece costs 700 coins, so you will need a minimum of 5600 coins in total which will come naturally, most likely around the mid point of the game. However, at that point you won't have unlocked these pieces for purchase. Complete the game and get the pages to unlock them.
I tried to watch my achievement tracker to see when it goes up but it might've been a little delayed here and there so just buy the following 6 matching outfits listed below to be safe. (8400 coins).

    Top wear:
    Alpine So Fine
    Law 'N' Order
    Top Knotch
    Perennial Favorite
    Tremendous Tophat
    Slammin' Shades

    Bottom wear:
    Lederhosenpantz
    Protect 'N' Serve
    Canyon Spun Cummerbund
    Bodacious Boardshorts
    Apparitional Apparel
    The Penultimate Outfit

darvd29My achievement unlocked after buying the hot-dog outfit which unlocks when you find 16 hot-dogs in Foxington. There is one in every level. Weird, but that's how it was.

TigerTail784Made the mistake of saving this achievement for last and haven't been able to unlock it even after unlocking literally every costume 🙁

jrath05So I think I figured out what the problem with the progress with this achievement is.

I think it doesn't properly track progress if you buy more than one outfit from the store at a time. (I bought multiple at first and my progress didn't go up as much as it should have. I went back into the store and bought another piece later and backed out of the store. And my progress shot up by more than 12.5% after that single piece, up to 50% where it should have been. Today I just bought the last 4 pieces needed, making sure to back out of the store after buying each piece and receiving 12.5% progress for each piece.

The achievement popped for me after I only bought 8 pieces of clothing. The required pieces are (taken from PhillipWendell's guide for the original version's "The Price is Right" achievement):

    Alpine so Fine
    Law 'N' Order
    Top Knotch
    Tremendous Tophat
    Lederhosenpantz
    Protect 'N' Serve
    Canyon Spun Cummerbund
    Apparitional Apparel

    TLDR
    1. Back out of the store every time you buy a single costume piece. (Should get 12.5% progress for each of the above pieces this way.)
    2. Only buy the required 8 pieces first (in case you have issues with getting it to unlock so that you have additional pieces available to buy to get the the tracker to properly register progress for what you have bought).

This achievement technically makes you grind for coins to get the costumes but you can try playing through levels and collect coins along the way. In the original, the costumes were expensive but in this game they are all 700 coins for all the top and bottom wear so technically to complete an outfit you must buy both top and bottom for a total of 1400 coins. In order to get this achievement you must buy every costume you get after you reach Hauntingham. Some costumes you get for entering a new world and others are unlocked by getting all the pages from each world. All you just need to do is Collect all the pages in Sky Castle, Veggie Village, Wrestful Retreat and Gilly Island and unlock Hauntingham. After entering Hauntingham, travel to back to another world with the costume seller and buy all of the costumes in order to get the achievement. You don't need to complete Hauntingham to get this achievement.

Edit: the levels i recommend to grind off of are Burrow Run levels.

JayPsych47There are definitely extra costumes that you get for having extra pages. I am still in Wrestful Retreat and many purchases are not making progress to this achievement.

Incr3dibleBmanThe achievement description appears to be off, I just unlocked it by purchasing the hot dog stand costume. I already had all the others and it never popped. To unlock the hat and the smock you need to collect all the hotdogs in the Foxington levels. The hot dogs aren't that hard to find, just look for silver buckets filled to the brim with hot dogs. When you unlock them in a level, you'll be able to see one pinned to the level's signboard.

Osmo76@Incr3dibleBman it might have just took a while to unlock, because I don't have the hot dog outfit and I got the achievement.
