I would recommend doing this on the Factory if you haven’t been getting around to shocking people. There’s a water jerry can in the trunk of the black SUV you start by, if you go into the building to the right and into the room above the guy throwing money, there’s a poster. Pour water all over that room and then refill your can at the water jug in the room with the guy throwing money and repeat that cycle until it’s adequately covered. Make sure the water leads to the water cooler. Interact with the poster and every guard in the level will become non-hostile temporarily and walk in there to hang out with the stripper that arrives. Activate the cooler and watch ‘em fry.
Note; achievement is cumulative so you don’t have to do it like this, but this is a good way to do it.
