I did this by having three contollers "plugged in" then doing

online>Invite only>7 AI(even though it will be 5)> Lap count 7

Then using RB you can set main to a "cop" all AI and dummy controllers to "robbers"

Hit the two dummy controllers at the start just like in "Seeing Double" achievement, then rejoin the AI once they have lapped you and convert any of them. You should be the only active cop so will not have any competition getting the third and final conversion.

Achievement unlocks as soon as you hit third car.

Thanks for the tips! I did this your way, although it took me a few attempts.

I tried using only 1 Robber AI, thinking I could take out my 2 dummy controllers and then chase down the sole AI in relative peace. This doesn't work because a 30sec timer starts when you're down to 1 Robber. This isn't long enough to chase and destroy the AI player, and if you instead go for the solo AI first, your dummies will just "run out of cash" and convert to Cops while you're doing that.

I also found 2-3 AIs didn't work well, because one or two always get left behind the leaders and run out of cash, usually starting the final Robber timer. The full cohort of 5 AIs was needed to ensure there was a crowd of 2-3 still running at the front after converting your dummies, giving you enough time to chase them down and pick off the weakest one. If you fall behind this leading group (Cop car can be super slow), save up 2-3 boosts to use in quick succession so you can catch back up.

Remember to keep building boost by slip-streaming your chosen victim AI (try to drive in their wheeltracks), and avoid drifting too much when you're near the AIs as it slows you down relative to them. It's much better to gradually creep alongside your target and squeeze them into the wall, rather than go for a boost ram and inevitably fly straight past them. For this reason, only use boost when you absolutely must.

To take out the dummy controllers, drive them into the wall for a few seconds to get their health to about 8-13 points. Do them one after the other, and then put them back in the middle of the track fairly close to each other so it's easy to drive your main Cop controller into them in quick succession. You could try using 3 dummy controllers if you have them, but I found it difficult to balance getting all 3 to the right low health level simultaneously. Usually my first dummy would run out of cash and convert while I was still damaging my third.
