    I finally found out, what is the problem with this achievement. You don't get it, when you change a ventilation plant to 24h mode. Don't touch the settings of the ventilation plants and the achievement will pop.

    Best to do this on Easy to expedite the construction and smaller chance of setbacks.

    YOU MUST HAVE EITHER THE EXTENDED OR TWO SHIFTS LAWS PASSED FOR THE ACHIEVEMENT TO POP!!!!!

    To avoid accidently using either time schedule, you should wait until you are near the end of construction to enact either law.
    That's about it. This is a pretty straight forward achievement.
