This can be earned very quickly in Hotseat mode.

    Setup:
I'm only listing the important settings. The other settings doesn't matter so don't waste your time meddling with them.

    Ruleset: Standard
Start Era: Renaissance Era - Before this Era Generals will not spawn on your first turn.
No Barbarians: Leave unchecked - you want Barbarians

    Strategy:
    1. As soon as the game starts settle immediatly where you are.
    2. Once settled you will automatically have one of the Comandante Generals
    3. Move him one tile and see what it takes to activate him and activate him. In all but 2 cases you will have already meet the requirements.
    4. If you've already activated the one that spawns, pause the game and choose Restart.
    5. Repeat 1 thru 4.

Once the last one you need has been activated, the achievement will unlock.

Here is the list of Comandante Generals and any special requirements needed to activate them.

    Antonio Jose de Sucre
    Antonio Narino
    Francisco de Paula Santander
    Gregor MacGregor
Jose Antonio Paez - Need to build Heavy Cavalry. It’s the first and cheapest one available and will only take 3 turns to build
Jose Felix Ribas - Need to be within two tiles of enemy unit. This is why Barbarians are not turned off
    Manuel Plar
    Mariano Montilla
    Rafael Urdaneta
    Santiago Marino

gazhibsAbsolutely brilliant an hell of a lot quicker than playing full games.
Just keep restarting from pause menu, as it reshuffles the general you get

Comandante Generals are earned for free when the world enters a new Era, there is no other ways to earn them. Reloading a save prior to earning one will get you the same General, so no exploit there.
Its random which General you earn each era so takes a bit of luck to get them all
You must activate them to count towards the achievement.

As the achievement description states you much be playing as Simon Bolivar of the Gran Colombian civilization, and the Generals can be activated across multiple games.

I simply played a duel game on quick speed while trying to obtain other achievements, after 1 and a half games I earned this achievement. Might be faster in hot seat but I preferred duel with no city states.

There are 10 Generals in total:
    Jose Antonio Paez
    Gregor MacGregor
    Antonio Narino
    Jose Felix Ribas
    Rafael Urdaneta
    Santiago Marino
    Manuel Plar
    Mariano Montilla
    Francisco de Paula Santander
    Antonio Jose de Sucre

Godfather A7XCan confirm it seems pretty random, I ran 2 games as an experiment and kept track of my leaders in order they were received:
    Game 1:
    Antonio Narino
    Antonio Jose De Sucre
    Mariano Montilla
    Rafael Urdaneta
    Santiago Marino
    Game 2:
    Gregor MacGregor
    Santiago Marino
    Jose Felix Ribas
    Manuel Plar
    Antonio Narino

XtowersInteresting! Well thanks for checking on that. Ultimately it seems like it should be attainable within 2-3 games at the most. I thought for sure it would be a slog, but you also got a fairly good mix so it is probably not as onerous as I was thinking.

Godfather A7XYeah I as well thought it was going to a real pain trying to get all the different generals to spawn, often find there's always 1 i just can't get when it comes to achievements like this but the game seems to do a decent job mixing up which ones you get. And thinking about it, if you play 1 game Ancient to Future era that 8 of 10 right there. So just a bit of luck getting those last 2
