  Easy achievement, head to the far west part of "City of Westminster" district (if you zoom in enough the area will glow red and you can see the name Buckingham Palace) save one of those guys in red uniforms known as the "Royal Guards" to your recruits. complete the recruit mission and simply switch to them and walk in the Palace while wearing the uniform.
  
  You need to buy the Deep Profile skill using the tech points

  For the above: you may have to use the deep profile option if you are running into issues finding one outside the palace itself.
  
  Do the deep profile > pick one of the recruitment missions it tells you about for the person you deep profiled > you should get the person after that > deal to the person and go into the palace and done.

  NewbieKenobi mentioned If you can't get this to unlock using your Royal Guard, go in from the big entrance facing a large fountain on the north east side of the palace

  To add to the above solution; I had trouble unlocking this. I entered the Buckingham Palace grounds from several directions, achievement did not pop even though my operator was a Royal Guard. But when I entered from what I can assume is the front gate, the big entrance facing a large fountain on the nort east side of the palace, achievement poped right away, despite several previous atempts.

  Thanks for the general location, but there should be a little more meat on this guide.
  
  You could mention that what you're specifically looking for is the eastern edge of Buckingham Palace which is the front of the place where the Royal Guards are standing.
  
  You don't expand at all on the Deep Profiling aspect of recruiting the operative, a step which is mandatory since they'll not be favorable to DedSec initially.

  Allovamyself@ Thank you for the feedback! Yeah my bad on the deep profile, I completely forgot that wasn't a default ability. but since the first comment did mention it I figured people wouldn't have too much trouble figuring that out. tho, I will add some details to the solution to make it more clear

  step 1. make your way over to city of westminster and find buckingham palace
  
  step 2. go to a royal guard and hold LB to scan then it should say save to recruits
  
  step 3. once you have saved it go to team and the guard will show in potential recruits go to him and press Y
  
  step 4. click on recruitment leads press x to start investigate and you will start a mission
  
  step 5. when you got him go back to buckingham palace as the guard and walk through the gate and the achievement/trophy will unlockstep 1. make your way over to city of westminster and find buckingham palace
