  Knock on Todd's trailer door to bring him up from underground. You may want to continue talking with him first to gain another achievement "Angels with Dirty Faces". Once you have that achievement (or choose to move forward with the game), use the Kick option while Todd is at the door. Ben will kick the door down and you'll find yourself in the trailer. Move Ben to the elevator by moving him to the platform near the fridge. Once he steps on it, it will automatically lower. Once in the basement you will see the torch. Grab it and the achievement is yours.

  Finally got this I had to reload my game and go through the dialogue again then kick down the door a second time to get the cabinet to disappear.

  If there’s a cabinet you’ve gone in when he’s still downstairs, you’ll need to reload knock the on the door, then kick it down

  If you run into the same issue I did with the cabinet being in the way, the lift not appearing, and Todd not being knocked out, go back outside the trailer and knock again. Wait until the lift noise ends, then Todd will start talking again. Kick open the door when he's talking and the lift will be there. I was apparently trying to kick it open too early.
