  The earliest this can be done is Chapter 3. As Reqqu pointed out in the comments, Chapter 3 can be selected from the start of the game without having to complete the other two.
  
  This achievement requires you to revisit the area where the events of the final mission of Chapter 2 took place. It is near the eastern edge of the map located north of Witchrock.

  This can be achieved by choosing chapter 3 at start, without completing chapters 1 and 2. Chapter order is free to choose, only last chapter is locked at start.

  For some reason I can't get the achievement. I've completed the game and tried starting shard chapter and flying to that location. Nothing happened. I also tried Oregon's reach chapter... Same result. I tried wiped my game still nothing. Is there something I should do in that place?

  Hey there, you're listed on the recent winners list and it shows you unlocked this on October 2. I have been having issues with notifications on Xbox this week not popping up when achievements unlock, so maybe the same thing happened to you. Congrats, you're done!
  
  To answer the question though, no you don't need to do anything special for the achievement to unlock, just fly over the site.
