  After the double-lock puzzle near the start of the level, you'll exit the lock into a "rapids" section where the water is flowing quite fast. Hug the wall at the top of the screen and continue round until you find a waterfall (this is around 32% progress into the game, which you can check by hitting ).
  
  Proceed through the waterfall to see the mural.

  In addition to the other solution, I've made a clip that shows where you can find the mural in the level "The River".
  
  

  
  
  Note that there isn't a Chapter Select option when you finish the game, so if you miss the mural you have to replay the game.
