Like the others the achievement began stucking. I tried every suggestion but it didn't work or only for 1% an then it begun againg bugging. On Stream I had read that the legendary Quickhack ''Short circuit'' do some passive damage, even you only have it equipped but don't use it. So I unequipped it and volà the counting started again. But I read that this don't work by everyone, so my suggestion is to unequip some legandary Quickhacks and try it. I hope this helps you!
P.s. I had to wait a couple of Seconds before the progress was visible on the Achievement Tracker.
