  Story related, can't be missed.
  
  Make your way through the first areas until you ride the 'Elevator to the Higher Rooms'. Exit left to the Techno-Algorithm Hall and speak with the NPC who tells you to take the "Elevator to the Techno-Sword' to actually get to the Techno Sword. Once you've gone up the second elevator, keep making your way through the next two areas until you finally get to the 'Hall of the Techno-Sword'.
