Legit method: Level up to level 14 then head to the bannered Mare inn in Whiterun. To level up fast, simply complete quests and practice your skills by using them, ie fighting, picking locks etc. The Bannered Mare is straight ahead on the other side of Whiterun when you enter the city. Find Sam Guevenne in the tavern, he's wearing a black mages robe, and accept his challenge to a drinking contest. The quest is from here on pretty straight forward and funny, so I wont spoil it, but if you want to know more look here:
