How to unlock the Legend achievement

    Optional, if you don't want fight to take too long:

    Equip weapon, level up skills, apply Dragon Souls and learn/equip Shout appropriately.

    player.setlevel81

    Complete up to the halfway-ish point of the fourth Main Quest:
    setstage mq101 900
    setstage mq102 160
    setstage mq103 190
    setstage mq104 65
    coc whiterunwatchtowerexterior

    Kill the story related Dragon.

    Talk to Jarl until to get all of the quest scripting stuff out of the way; you should be good when you start The Way of the Voice. Dragons should now appear naturally in their respective Dragon Lairs.

    Fast Travel to a Dragon Lair and kill a Legendary Dragon (if its not Legendary, go to a different one or come back at a later time.)

    Use the Shout and your OP stats to kill the Dragon quickly.

    ElusiveEagleIf you want to use DoomScott's method, you'll need to be at least level 78 for a legendary dragon to spawn.

    Josh HardmanUsing the 'kill' command also works on both dragons. The correct coc is 'coc DragonLair06Exterior04'

    Pressing ~ will open the console command window. (top left under ESC)

    Set your level high by typing:

    player.setlevel 100

    Then you will need to progress in the story by typing the following commands:

    setstage mq101 900
    setstage mq102 160
    setstage mq103 190
    setstage mq104 65

    Head to the whiterun watchtower using:

    coc whiterunwatchtowerexterior

    Once the dragon starts flying towards the tower and is pretty close type into the console:

    killall

    The dragon should land and immediately die, Just wait around for a few seconds to make sure the story progresses.

    Next go speak with the jarl:

    coc whiterundragonsreach

    The jarl will talk for awhile so just wait around until the quest "The Way of the Voice" starts. (Would recommend a save)

    Legendary dragons will now spawn, a good location is:

    coc ArcwindPointExterior01

    Down the path should be a legendary dragon sat on a structure (If not then load back to the save and try again) Once it sees you and is attacking, you want to once again type:

    killall

    The dragon should land and die... This is where the achievement popped for me.

    Use the dragon souls to unlock the 3 words of the Bend Will shout
    (Use R to unlock the words)

    player.setlevel81

    coc MountAnthorExterior01

    As soon as the dragon appears use the command
    killall

    Use the Bend Will shout on the dragon and it will die as soon as it lands
    (z is the default use button)

    Credit to LaMaXxXFleey for saying that Mount Anthor will spawn legendary dragons if the player is above level 78
