Sorry in advance, if I horrified anyone who is playing a Dryad as a main.
This improvised build is only for getting the achievement as fast as possible.
( Finished it in 2 hours and 41 minutes.)

Read the whole solution, so you won't miss anything that might be important in the end.

//////////// Attributes ////////////
Put every single attribute point into dexterity. We won't need vitality because we're using a ranged weapon. (bow / blowpipe) If there are some enemies coming too close, heal pots will fix it.

//////////// Skills ////////////
#1 - Ranged Weapons
Well ... it's obvious, isn't it?
#2 - Tactics Lore
"Increases damage and chance for critical hits with all weapons."
#3 - Capricious Hunter Focus
"Improves regeneration and raises max Combat Art level for this aspect." Important for the combat art we're using.
#4 - Concentration
"Improves regeneration for all Combat Arts, and allows the use of up to three simultaneous buffs when mastered." See above. Same reason.

//////////// Combat Arts ////////////
We're using only ONE combat art - and only inject ONE rune to keep the regeneration time low. The damage will be managed by 'Tactics Lore', 'Ranged Weapons' and the weapon itself.

#1 Ravaged Impact (Aspect: Capricious Hunter)
"Devastating attack with the equipped ranged or close combat weapon."

Upgrades:
"Envenom" - Some of the damage will be converted into poison damage.
(This will overwrite every other specific damage type on your weapon.)
"Trail" - Projectiles will home in on the target.
"Double Shot" - Two shots in quick succession.

//////////// How to spend the skill points ////////////
Well, there is no prescribed way, but ... first you'll need some damage at all for gaining some levels in order to receive more points to distribute. Spend your first skill points on Ranged Weapon and Tactics Lore - and also inject the rune for 'Ravaged Impact'.

Keep spamming 'Ravaged Impact' and hunt down EVERYTHING. Just keep your finger on the button, so you won't waste time waiting for the skill to be regenerated.

As soon as you get the third skill slot, get Capricious Hunter Focus and spend some points on it to lower the regeneration time of 'Ravaged Impact'. Do the same for the fourth skill slot and choose 'Concentration'.

Now spend your skill points on Hunter Focus and Concentration until the regeneration time of 'Ravaged Impact' hits 2.5 seconds (or less - if possible - but keep in mind: you'll need the other points for the damage.)

The rest of you skill points can be spent on 'Tactics Lore' and 'Ranged Weapon'.

For assistance, my stats after I hit level 15:
Ranged Weapon: 10 // Tactics Lore: 8 // Hunter Focus: 10 // Concentration: 6

//////////// Equipment ////////////
You'll just need a nice bow or blowpipe. Everything else can be used as you find it within the loot.

//////////// Pots ////////////
You definitely need some heal pots. A full supply of mentor pots is also recommended.

Don't mind main or side quests. They'll just slow you down and won't give you a lot of experience points anyway.

Start your way up to 'Sloeford', activate the monolith (the obelisk-looking save spot) buy some pots and/or equipment you might need and set off to 'Clearview'. While on your way to Clearview kill everything that crosses your way, but stay on the main path. Don't do any serious off-road detours.

When you arrive in Clearview you should be level 7 or 8. Now, from Clearview head to 'Dragonmaw Pass'. Still, keep spamming Ravaged Impact. As soon as you arrive at the portal on Dragon Maw Pass, activate it.

Now you could commute from Dragonmaw Pass to Clearview and back again, but the enemies won't respawn fast enough to keep the exp flow steady.

Save, quit, back to main menu ... and: Continue.

You'll be back in Sloeford (due to the activated monolith). Fast-Travel to the portal on Dragonmaw Pass and slash your way through the (respawned) enemies while heading back to Clearview.

Just repeat this slaughter until you've reached level 15.
