    This is by far the easiest to obtain in the update, all you have to do is find a goat, place a boat on it, and get in the boat with the goat.
    EDIT: To find a goat find a mountain biome, these are pretty common so just walk around a bit in your world and you should be able to find it.
    Once there, turn down your simulation distance to 4, this will make it so that only mobs within 4 chunks of you will count toward the mob cap, making it a higher chance of a goat spawning close by.
