  You can either unlock the collect them all minigame playing through the main missions or by grinding through the minigames. It will unlock after playing through content in the game although which particular content is not the defining factor but rather how much you do. For example, I unlocked collect them all after playing through and completing all of Pup Pup Boogie and half of the Time Trials.
  
  Collect them all is quite an easy minigame. As the name suggests, you simply need to collect all of the pup treats before the timer runs out. You are given nearly 2 minutes on the clock which is more than enough time for you to grab all of the treats even with missed jumps or having to track down a lost odd one here or there. If you are planning ahead, here is everything you need to do for collect them all.

  Park Level 3 is only 150 treats to collect. You have the total treats (collected + awarded for gold) for all three park levels correct on the google sheet (1,200), but that specific level is not 200 treats to collect.
