Update: 14/09/21 - This has now been patched and should pop when loading up the game according to user comments.

Data Drive files are just intel collectibles found through out the map. Some will be automatically given to you by progressing through the story, others will have to be manually collected and will be marked on your mini map as a speaker icon or a text document icon. Whenever you see these, pick them up. You don’t have to read, watch or listen to them. Just getting them will count toward this. The achievement only requires you to collect 50% off them, however I have listed all 100 items that can be collected below:

Got almost all of them, finished bloodlines and still didn’t pop. Hard reset of the xbox and left it off for 5 mins, turned it back on and continued my game and it popped.

I also had a problem with this achievement and it poped for me when i changed the game language so maybe this will help someone

There are 99 data drive collectibles in the Bloodlines DLC (98 are shown in the video below, please let me know the location of “A Note From Angel” and I will update this guide 😁). Almost all of them can be found during the main/side missions of the DLC. If you miss any of these during the story, you should be able to go back in the open world to collect most of them! You will unlock the Packrat achievement / trophy around 50% of these; however, this achievement / trophy may unlock early or late for you.

The only one I am missing is the Project Chiroptera one in Parcel Fox that is associated with those missions and I can confirm that it is only attainable in-mission. I will have to start this up again anyway, as one of the story achievements didn't unlock for me.

I have found where 'A Note from Angel' is; but you won't be able to collect it after Angel's quest.
