  I got this towards the end of the Compton Cookoff level when you must battle the 3 judges, though I'm sure you can get it earlier.
  EDIT: Thanks to Calex dEUS for suggesting Loboto's Labyrinth, near the end of the Asylum section.
  
  Make sure Telekinesis is equipped (press to edit your abilities).
  Whichever button you assign it to, hold that button until the anvil comes lose.
  Then aim at another enemy and release the button.

  You can get it in Loboto's Labyrinth too, near the end of the Asylum section.

  Is there a way you can get this trophy in the postgame? there are no enemies when i revisit that level

  For post game, go to Ottos Lab and use the Gisu in there. They are repeatable once you’ve finished the optional quest and the enemies are random every time. You will eventually spawn the Regrets needed for this achievement.

  To add to YoshiMaster666 comment you can use the Gisu and if the Regret's dont spawn just quit to main menu and resume game it will pick up right in front of the Gisu so you can keep re-enerting till you get what you need.
