Ok so from my own experience i believe that the 10 wins have to be done in One session, as i disconnected after 2 wins and had to do a total of 12 wins for this to unlock.

The online community for this game is DEAD so your best bet is to boost this with another player by trading off wins, i suggest creating a gaming session.

Right now to set this up, Go to Multiplayer, create a player match (can be private but it doesnt matter) set laps to 1 and pick a short track.

Have fun, this took two of us around an hour to do.
