This is unlocked in game after signing 15 players requiring a work permit, as per the in-game inbox notification. Basically, you'll likely need to sign players that don't come from the country you're managing in (or when it comes to the EU, players outside of the EU). For instance, I was in Spain and signed numbers of African players until this triggered for me.
