  This achievement can be missed so it's advised to make a save before starting this mission. It can be attained on the mission "FAREWELL "CHUNKY" LEE CHONG" (Joeys 2nd mission) we need to grab chunkies car and plant a bomb in it using 8 balls garage.   What do you do when he doesn't get into the car?

  He didn't get in the car on my first try and I think it was because I placed the car in a different position that it was when I found it, so in my second try I did exactly what is shown in the video, that means grabbing the exact car that is parked there, plant a bomb in it and place it exactly like it was at the beginning (pointing towards the street and not to the alley) and it worked like a charm

  There are two station wagons. One parked where the video shows and one at another alleyway exit parked at an angle. Sometimes he would take one or the other. I had to arm both of them to get the achievement.

  To set this one up, begin the mission and approach the target BUT DON'T GET TOO CLOSE. All three alleyways that lead to Chunky are blocked off by barricades. At at least two of the entrances you will see a car, specifically a Perennial. Hop into one and take it to an 8-Ball to get a bomb installed.
  
  Here's a map of 8-Ball locations: http://en.wikigta.org/wiki/Bomb_Shops_(GTA_III). At this point in the game you should only be able to access the northeastern shop. Anyways, get the bomb installed, return the car to the place you stole it from, and activate the bomb.
  
  MAKE SURE to check the other alleyway entrances for other Perennials. When I did this, there was one other car at a different alley entrance. I jacked the car and drove it about a block away before abandoning it.
  
  When everything is set up, approach Chunky. His boyz will rush you while he beats cheeks for the nearest car. If you set things up correctly, the nearest car will be the Perennial you rigged, he'll jump in, and ka-boom! Achievement unlocked.

  He always goes for the Perennial to the south (the one by the side alley, not the one in front of one of the main entrances).

  I think it depends on which way you approach him, first time I approached from the south and he ran to the one on the west, next time I moved the one on the west and he just ran around, not into the other car, I got it when I moved the west car, and then approached from that alley and chased him south.
