If you are bored and want to cause some mayhem, try driving the Rhino Tank around and demolish everybody in your way. The property damage from vehicles should rack up rather quickly.

I was able to get this to unlock while going for vigilante level 12 (in the Rhino Tank). So you can probably make some solid progress for this at the same time.

If you don't know how to find/get the Rhino Tank, read below:
You can get the Rhino Tank as early as gaining access to Vice City Mainland (the second major island). You'll also need 90 hidden packages collected, which you'll need for 100% anyway. Once you get 90 packages, a Rhino Tank will spawn at the military base next to the airport.

OR

You can try to steal a tank by getting a 6-star wanted level, but this isn't possible until you complete the mission "Rub Out."

Does this have to be done all at once?

You mean in a single save file or in a single sitting?

Needs to be done on 1 save file, I made the mistake of doing the 12 levels of vigilante as soon as I had the smgs and did it the hard way but rhino should be easy and probably get it done in 1 sitting if u want

Third method to get the Rhino Tank: During the mission "Sir Yes, Sir" when you steal the Rhino Tank don't go the destination instead go towards Hyman Condo Safehouse (in Downtown) and park the Rhino Tank in one of the garage, let the mission fail, don't retry when the mission fails. This way you can get the Rhino Tank

Fastest way to do this without a tank is to get any vehicle that pay n spray accepts and go to the one in ocean city. Park the car halfway in the garage door. Stay very close to the vehicle but turn around and destroy as many vehicles as you can without getting killed/busted. If things get hectic get in the car and lose the wanted level. Rinse, wash, repeat. I used the rocket launcher which you unlock after Phil’s asset missions and there is at least one that spawns that I know of (google is your friend!)
