Criminal rating is a measurement of the criminal activities the player has engaged in throughout the game. Butcher is achieved between 10,000 and 12,499 'points'. A good way to improve this value over time is by stealing a Rhino tank (useful for Vigilante Level 12 as well), and going on a murder spree. Blow up everything you see, kill as many NPCs as you can, rob stores if you want, just cause chaos and destruction in Vice City.
