  Achievement only pops if you kill the entourages of the 15 named high value targets in addition to the HVTs themselves. Don't assume you've checked one off until you see the blue "task complete" notification for each HVT
  
  The Weapon will prompt you to say ether the entourages are dead let's get the HVT OR got the HVT now let's mop up, depending on how you proceed

  Actions

  WARNING: Achievement is currently glitched for some players even though all 15 are killed. Things to try to make it pop:
  - Visit all areas and kill all enemies, pick up weapon.
  
  On my second play-through, I did this again focusing on getting the "Mission Complete" popup after killing the high value target along with all enemies around it AND picking up the weapon from the pedestal too.
  I used the Secret Scorpion Cannon Weapon Easter Egg and the Arcane Sentinel Beam or Energy Sword.
  I recommend leaving all the high value targets until you got all the FOBs and after you beat the campaign to guarantee the unlock.
  You can change the difficulty to Easy and have the "Bandana" skull on at least.
  
  FOB Hotel has 2 Banshee's in the SouthEast corner to help you fly around if you don't have the Wasp unlocked.
  
  High Value Targets and Weapons Below:
  1. Inka ‘Saham
  Inka ‘Saham carries a Rapidfire Pulse Carbine.
  2. Thav ‘Sebarim
  Defeating him will earn you the Arcane Sentinel Beam.
  3. Okro ‘Vagaduun
  You’ll earn the Duelist Energy Sword after killing him.
  4. Bipbap
  Bipbap carries a Calcine Disruptor.
  5. Briglard
  You’ll earn an Unbound Plasma Pistol for killing him.
  6. Barroth
  Barroth carries the Stalker Rifle Ultra.
  7. Zeretus
  You’ll earn the M41 Tracker rocket launcher variant when you eliminate him.
  8. Balkarus
  Balkarus carries the Riven Mangler (our favorite pistol).
  9. En’Geddon
  You’ll earn the Rushdown Hammer for taking out En’Geddon.
  10. Ik’novus the Devourer
  Ik’novus carries the Volatile Skewer.
  11. Arthoc
  You’ll pick up the Ravager Rebound for defeating him.
  12. Writh Kul
  Your reward for eliminating her is the Pinpoint Needler.
  13. Skimmer Patrol
  You’ll earn the Purging Shock Rifle for eliminating them.
  14. Myriad
  When you take them out, you’ll earn the Backdraft Cindershot.
  15. Ordo ‘Mal
  Eliminating him earns you the Scatterbound Heatwave.
