If you are collecting all liveries/vista points from the world for the other achies, you will probably get this one naturally.
Otherwise the fastest way to grind it is probably to drive along the highway, which is a virtually straight piece of asphalt that stretches across the whole width of the map, using one of the pure-road bikes which can easily reach 200kph on such a surface.
