In the mission "Breakfast in France" keep following the main drivable road until you get a radio call from annabelle and you will see a dirt path to your right that leads to a tower, go there and eliminate the enemies until they let you inside where your achievement will pop. To make this easier make sure you have infinite ammo turned on and even tourism difficulty or play on co-op and set respawn timer to 0.
