UPDATE Jan 8th 2023; WOW so much traffic on this solution all of the sudden? Then I saw it's leaving gamepass soon. So here's the best updates/tips I pulled from the comments to help you in these final days.

Unfortunately it sounds like, for some players, this becomes bugged and may require a 2nd playthrough.

You have to play the story until a notification will pop up that says the shop is "fully stocked"

A method, that DOES NOT COMPLETE THE STORY, supplied by Epidote6: "I Recommend trying to play through to the Muttropolis and then playing that over and over for bones to buy stuff. Do not complete the story. Just get far enough to unlock muttropolis then collect bones there over and over to buy all the locations instead of unlocking them through the story." Thank you to Epidote6 for this.

User REDWINGS05 reported unlocking all but one location through the story. Then purchasing the last location/ToD from the shop as their final purchase. Others reported this worked for them as well.

I personally played the game naturally unlocking levels and times of day through the story/photo requests then going back and buying the remaining items after finishing the game. I didn't care for some of the film packs so I didn't buy all of them until I finished the game. User Shadowmask12 confirmed they did this as well. Some items can be given from tasks/objectives, some items won't be in the shop until you do these tasks.
Others have reported finishing the story locks this for them and they get stuck with a 2nd playthough, so I suggest trying the non-story complete methods first.

From my observations of comments either methods MAY cause people some problems. Other folks have reported this worked fine for them. So your choice really, again lots of players are having trouble with this while others have no problem at all, it's unclear why.

Thanks to the helpful comments from this great community, I mostly wrote this thinking it was just a list of items, but it turned into a buggy mess. Good luck out there.

Okay coming back to this, I didn't buy any locations, all were unlocked through progress. However I did buy every camera upgrade. My progress jumped from 52% to like 96% when buying the last but one camera upgrade then the last one popped the achievement.

I can confirm that the game even tries to unlock for the second time upgrade that you already bought in vending machine. If you unlock upgrade via story then obviously it's impossible to buy it from vending machine.
Looks like unlocking it by the story progress may corrupt tracker, so advice that is better to unlock it before story progressing may be in point.
Also a little tip (maybe will help): I played on console and this problem occured, but two of my friends played via "Cloud Gamming" and they didn't have this kind of problem, so maybe tracker do not corrupt since game is launched from Microsoft server.

So the first time this game erased my data, I gave it the benefit of the doubt. Maybe I hit New Game by accident?

The second time this game erased my data, I got mad. I shut off my Wifi immediately, left the game running, went to another computer, installed this game, & sync from the cloud data.

And then I left it open until I finished this annoying achievement, because I didn't want to play this game a third time.

Camera parts appear in the store after completing challenges in any level.

If you don't know how to finish a challenge, go to this page (here they explain in a described way how to finish a challenge).

To buy the parts of the chamber, you need gold bones that are scattered in each level (if you don't find bones or you already found them all, and you need more, just exit and re-enter the level and more will appear again).

I recommend playing through xCloud because playing it downloaded on the console has several bugs that have not yet been fixed and the achievements may not appear.

You need to buy every camera part AND locations

You're basically going to restart the entire game by deleting the save file and then speedrunning these missions up until Muttropolis where you'll just be grinding the Golden Bones currency. Play Muttropolis over and over again and again to get the Golden Bones in order to buy all the camera parts AND locations. If you unlock too many locations by progressing the story mode, you'll need to reset. Unlocking them for free is bad. You need to buy them for this achievement to pop.
