  In the area with the barn and the statue of Mayor Onion talk to the beet standing next to the barn he will show you his 1099, select rip up and achievement will pop.

  Here is my achievement guide, for every single achievement in Turnip Boy Commits Tax Evasion.
  All of the achievements are ordered and have chapters attached in the video.
  
  For this achievement, you will need to obtain the sword, and progress west from the starting area.
  
  - In this shop area, with the barber and estate agent, go north.
  - There is a barn here.
  - On the left side is a turnip worker. Talk to him an rip up his 1099 (the worker closer to the barn).

  The Contractor achievement is awarded for ripping up a 1099 form that one of the beets shows you during a conversation. The beet contractor can be found just north of Layer Lane (the exit by the WaySandwich shop), outside of the barn on the left side. Talk to the beet and he'll show you his 1099 form. Then select the "rip up!" option.
