Each character has 4 available costumes. The game already gives you one for each (the default costume). Then you can buy 2 more customs for each after you've finished the game and the last set of customs can be bought only if you find all 30 BSAA emblems (check Badge of Honor achievement to get them) (you need 25 for Chris and 30 for Sheva).
