In order to unlock this achievement you will either need to be playing the single player campaign or the special ops missions (with or without a friend). The first campaign mission that will present you with a riot shield is "No Russian". After walking with the others through the terminal you will find yourself outside and up against the riot police. You will need to kill a policeman with a shield and the pick it up. Now get close to another officer (one without a shield) and the kill him using the shield by pressing the RS.
