Similar strategy posted for Hot Potato. Climb onto a building with a lot of people hanging out the windows. Grab someone with Up+Y. Toss straight up, and then quickly grab another person and also toss straight up.
The toss will mostly be straight up and a little in front of your character, but after a couple tries you should quickly get the hang of it. Repeat until the achievement pops.
