Found this popped for me when only completing one branch of a tree and not the whole tree/skill category. By far the cheapest way of unlocking this is upgrading the left side of Energy Management:

ATP Recycling (82 Neuropolymer)
Energy Density (34 Neuropolymer)
Greedy Guts (146 Neuropolymer)
Total: 262

You can do a manual save before buying these upgrades if you want to get the Neuropolymer back to spend elsewhere.

No need to save/reload to get back the NEUROPOLYMER to purchase other upgrades.

Per the hints at the load screens and by just playing the game, any upgrades can be returned and all NEUROPOLYMER is refunded at no penalty.

Mix & match at will.

(This was added because the current guide suggested only reloading a previous save when the game already allows a full refund on upgrades, but either way works. I appreciate the guides.)

I unlocked this achievement by buying all the CHARACTER upgrades first. I kept killing the repair bots. Takes longer and a bit unnecessary, but just playing the game. Got the harder upgrades done first.
