This was actually fairly straightforward once I realized that transportation is the key for success in all scenarios. There is a link to an excellent guide in the solution for

The one scenario that gave me a bit of trouble was Viva Tropico - I waited until the last couple years to try to bring my overall happiness up from 58% to 65%. Even though I would get up to 65 or even 66% in the last month or two before the game ended, it would still say I had failed. So it seems you must be at or above 65% happiness for some time by the end of the game. What I didn't realize was that you can complete the scenario at any time - so when I tried again and boosted my happiness over 65% well before the end of the allotted time, I won the scenario immediately. Any of the scenarios that don't explicitly require you to survive the entire mandate can be completed early as well.
