Before you're allowed to build a skyscraper hotel you'll need to meet 2 requirements, it doesn't matter which order you do these in but you do need to have done both before the game will allow you to build a skyscraper hotel!
See here; Solution for Frequent Flier in Tropico 3
• Before the game will allow you to build any kind of tourist accommodation you'll have to build some way for tourists to get to your island, now it doesn't have
to be an airport, you can also build a tourist dock!
See here; Solution for Let There Be Light in Tropico 3
• Once you've built an airport or tourist dock so that tourists can actually get to your island you'll be able to build accommodation for them to stay in, however in order to build a skyscraper hotel you'll need to build a power plant.
Once you've met both of the requirements you'll be able to build the skyscraper hotel, you'll need to place it within your islands electrical grid, either place it relatively close to the power plant or build a substation to extend the electrical grid!
Now, you may find that the skyscraper hotal is taking awhile to build, if so be sure to send your avatar/dictator over to the construction site by holding "RT" and then pressing "B" to select him, then pressing "A" on the skyscraper hotel construction site, doing this will speed up production and make the builders work faster!
