How to unlock the Generous Leader achievement

  First of all, you have to build a bank. As soon as the bank starts working, you can press the on a normal citizen. Then press to change ledger. You will see a sign that has a hand and money. Similar to the achievment picture. Press to bribe him. You will give him 1000$. Just repeat this 9 times with different citizens and achievement is unlocked.
  
  NOTE: You can get a head start on this by using the bribe faction leaders edict. It counts as four or five bribes in one go. (Thanks to Dr.Jekl)

  For this achievement you'll need to have constructed a bank.
  
  All you need to do is hover over a citizen and then press "X", doing so will bring up a small menu which displays there currents thoughts, how they feel about certain things and also gives you the choice of a few different actions that can be performed by having different buildings, but right now all we're focusing on is the "Bribe" order, you can only issue these to adult citizens, the game simply won't allow you to pick on the children of your island, so with that in mind highlight a few citizens and use "RB" to cycle through the tabs and issue the bribe order 10 times, once the 10th person has been bribed the achievement will unlock!
  
  You can also use the "Bribe Faction Leaders" edict, doing this will count toward the achievement.
  
  Lastly, each time you bribe a citizen it will cost you $1000.
