It is possible to get this achievement in every scenario or sandbox game.

I'm not sure if you can use the scenario "Viva Tropico" though... The victory condition of this scenario is "Get a happiness of 65% or higher" ...at games end (1975). This scenario gives the player a couple of advantages over any other scenario or sandbox game. Inhabitants of this Caribbean island are just more cheerful folk! However, when I got to 66% in January 1962 (from 64% in December 1961) I got the you won message and accidentally hit the A-button. If anyone can confirm you can get the achievement AFTER finishing the scenario please let me know here and I'll adjust the solution!

MilitantCactus commented that the scenario "Viva Tropico" can be used if you can get the happiness to 60% or over but below 65% BEFORE an event is triggered that will raise your happiness by 10! Pushing you over 70% at games end.

Anyway, after playing through every scenario, challenge and sandbox game I came to the conclusion that the easiest way to get this is playing through the challenge "Where is the beef?".
It is a very easy scenario, plus you get a lot of build space and non of them pesky mountains, you'll be swimming in cash right from the start and the random events have little to none impact on your citizens!

Using that scenario, this was my strategy that resulted in 76% happiness by the time I exported a total of 100K pieces of smoked beef:

Pause the game right away, scan the island (RT+X) for all available resources (mining, farming and of course ranch locations!).

* Connect your dock to the existing infrastructure!
* Build a mine on the bauxite deposit closest to your palace (destroy it when the environmentalist start to complain).
* Build three ranches (near or on lush green), a garage and a teamsters office. As soon as a ranch is build make sure to buy the smoked beef upgrade (2000,-).

Don't build to fast, your workers can't keep up anyway and the debt will only mess up foreign relations which leads to less cash and more unhappiness!

* Activate the "Food for the people" and "Social Security" edicts.

At the end of the year your first smoked beef profits should be rolling in. Build some farms and if you have the cash a church, otherwise, build a clinic. If you can't afford either, wait for the next money to sail in.

From here on out keep expanding your economy.

Whenever you have cash to spend on non-economy buildings (i.e. cathedrals, entertainment etc.etc.) check the almanac (RT+Y) and more specifically the happiness. ANYTHING below 70 needs improving!

* To improve liberty, make sure you have a custom dictator with traits that improve liberty.
* To raise health care above 70 you NEED hospitals and thus power plants.
* For housing I start with apartment buildings (NEVER build tenants) and as soon as I can afford them, I build houses, roughly one for every three tropicans (get married already ****ers!).

[note] an Army base raises health care and housing to 100 (with the edict Military Modernization) for those living on the base, this can be a helpful push towards 70% overall!

* Build at least one cathedral for every 100 tropicans. Destroy any churches as soon as you got a cathedral!
* Build one hospital for every 100 tropicans. Destroy any clinic as soon as you got a hospital
* Improve job quality by raising the wages. And do so the moment you're making serious money!
* Build all entertainment buildings. Make sure that you build another one of the same kind if the first one is always full!
* Food quality hits 90 whenever there are at least three different kinds of food available. Corn and fish are easy, just look for a third or even fourth other.
* Keep your industry away from the general population!

FearlessDonut pointed out that you can stop all exports (either destroy the docks or fire all workers and select the "do not hire" option) if you're approaching 100K in beef export but haven't reached 70% happiness yet. Needless to say that money will be an issue so unless you have a nice surplus you may want to destroy some (or all) of your ranches.

As with every scenario, use every possible edict to your advantage!

For reference:

When my game ended in 1978 I had 12 ranches producing smoked beef, one teamster office for every two ranches and a garage nearby.
With a population of 509, I had five cathedrals, six hospitals, all entertainment buildings (multiple pubs and restaurants). Two oil refineries, three power plants, three docks, and a complete tourist industry.
