How to unlock the Nephew Sam achievement

  In order to make an alliance with anybody, you have to build an embassy. When the embassy has been built, you should go to the edict menu. There you can choose to make an alliance with the USSR or with the USA. After you chose a country, you have to place a army basis (either for the US or USSR) on your island. The army basis doesn't have to be built.

  Make sure you save prior to selecting an alliance that way you can reload your save then select the other faction unlocking both achievements.
