  If you're going for 100% completion, one of the campaign missions has you going for $200k in oil profits. So you'll get this along the way through the campaign.

  Find a map with some oil on it (for example the Reform campaign mission), and place oil wells on sources of oil. If there are any off-shore oil sources, you can also build a refinery. When the sum of the income of all your oil wells and refineries equals $100000 this achievement will pop.

  Once you get a bit of money together build an oil rig($15'000) and get college workers into it and it should run itself and u will get the achievement in about ten years.

  @BryceMC: As soon as you switch on God mode, the game shows a line saying that you cannot win any achievements during a God mode game.
