After you complete the opening Attic scene and learn your first recipe, you'll have to serve it to the Queen. After that you'll talk to her, either click through the dialogue or Skip the Scene, and then the game will prompt you to open the shop.
Click Open and it'll go through the first week, after which the achievement will pop.
