As you keep progressing through the Story, eventually you'll meet Mira the Influencer from the "A Stranger Appears" quest. Once you complete this you'll get the quest "Mira's Second Visit", which opens up the Promos tab.
You'll likely only have enough money to do the "Hand Out Fliers" option, which is $50.00. Select this one to unlock the achievement.
