Once you have finished all other levels, the king will ask if the dog is still in the park.
Only once this happens can you complete this level.
Collect every planet you have created, then smash into the sun.
The credits will roll and once you are done, the achievement will pop.
I also had "We also love Michiru Hoshino" pop straight after.
