    This can be kind of a pain to do in the Lagoon City Act 1 boss part, unlike the other characters attack achievements.

    So just press X on the world map screen to go to the practice stage. Select Tails.

    Now just fly up and destroy the five Robotnik heads. Then press start and restart. Repeat this until the achievement is yours.
