This achievement is easily done in local co-op in either scavenger hunt or tic-tac-toe using a second controller. There will be power boxes in the levels which you can pull a lever on upon which a timer will start.
As soon as the timer is done it will spawn a random item, which can be either the "Horse mask attack" (which you need to put on the other player for another achievement), "Humiliating hat attack" which is a traffic cone, "Shoe glue attack", or the one you want for this achievement, the running shoes which will activate as soon as you pick them up.The running shoes will run out after 45 seconds.
After obtaining it, just run using LB until it runs out, it seems, that if you have the other three items in the inventory, then only the running shoes will spawn every time you use a power box, so don't use the other items on the opponent when going for this. This was at least true when I did it in the scavenger hunt mode in the Showman's studio stage.
It took around 5 uses I think to get it and I personally did it like stated above on the Show level, which I thought would be the most open area, but your mileage may vary.
