    This took me a few tries but I did this in pass and play. Start off by drawing all the cards you can for routes. Once you got enough this is the route I did that worked for me.
    Honningsvag to Kirkenes
    Kirkenes to Murmansk
    Kirkenes to Rovaniemi
    Rovaniemi to Tornio
    Tornio to Boden
    Tornio to Oulu
    Oulu to Kuopio
    Kuopio to Imatra
    Imatra to Helsinki
    Helsinki to Tallinn
    Tallinn to Stockholm
    Stockholm to Norrkoping
    Norrkoping to Goteborg
    Goteborg to Alborg
    Alborg to Kristiansand

    I was at 3 trains so it didn't end the game so my last route to end the game and idk if its needed but its what popped the achievement for me was
