Really straightforward. When you start a Manager Mode you want to go to the Academy section, and then into Youth Staff you should always start out with 1 scout. Send him to whichever country you want and set up scouting. After 1 month goes by you'll be given a list of young players they've scouted, you just need to sign 1 of them up to your Youth Academy for the achievement to pop.
